[phenixbb] scaling in phenix.fobs_minus_fobs_map

Hi Michael,

phenix.fobs_minus_fobs_map will match two Fobs data sets, scale them 
together and compute fo1-fo2 map coefficients.
No need to scale them before supplying to phenix.fobs_minus_fobs_map, 
also you don't need to truncate one of them to match high resolution.
