The sure fix is to replace /bin/tcsh with a newer version that doesn't
have a hard-coded limit on sizes for environmental variables.  The latest
tcsh sources from:

ftp://ftp.astron.com/pub/tcsh/

will let you have a PATH as long as you like.*
